Ladies and Gentlemen:

To locate, construct, and maintain a sanitary sewer line, pumping station, and related facilities, the Fort Rock Sanitary District has found it necessary to acquire the permanent and temporary easements described in Exhibit 1 attached to this letter of offer and by this reference incorporated in it.

I have been authorized by the Board of Directors of the Fort Rock Sanitary District to offer you, and do hereby offer and tender to you, the sum of $1,000 for the permanent and temporary easements.

Pursuant to Oregon law, I enclose an explanation of the bases and method by which Fort Rock Sanitary District arrived at the sum of $1,000 as just compensation for the property to be acquired.
