About the Authors
Charles M. Miller founded the Miller Law Ofces in 1979 after serving as a general
attorney for the U.S. Immigration and Naturalization Service. He is a California State Bar
Certied Immigration Law Specialist and helped to establish immigration law as a eld
of legal specialization in California, serving the State Bar’s Specialty Advisory Commis-
sion both as its chairman and as a member. He has served as co-director of Stanford Law
School’s Worksite Immigration Compliance Symposium.
Mr. Miller was named one of the 2017 “Lawyers of the Year” in Immigration Law
by Best Lawyers Business Edition and has also been honored by Best Lawyers in America
from 1991 through the present. He is a past recipient of the Jack Wasserman Memorial
Award for excellence in immigration litigation from the American Immigration Lawyers
Association (AILA). His service to AILA has included membership on its Board of Direc-
tors, chair of the Southern California Chapter, and chair of the AILA Visa Ofce Liaison
and Verication and Worksite Enforcement Liaison Committees.
Mr. Miller has written and spoken nationally on cutting-edge issues in immigration law.
He is the co-author of Immigration Law in the Workplace (Aspen Publishers), which provides
guidance to U.S. companies regarding their immigration obligations and benets for foreign
employees, and of Immigration Compliance Auditing for Lawyers (American Bar Associa-
tion), which analyzes federal law and policy pertaining to immigration compliance auditing.
Marcine A. Seid is the principal attorney of the Seid Law Group in Palo Alto, California.
Ms. Seid’s practice primarily focuses on business immigration, where she represents start-
ups and emerging high-tech companies, as well as multinational companies in the IT,
engineering, clean energy, and construction industries. Her experience also includes con-
sulting on I-9 employment verication issues, advising employers in the implementation
of compliance policies and procedures, and representing employers in agency immigration
worksite investigations.
Ms. Seid served as co-chair and member of the American Immigration Lawyers Asso-
ciation’s (AILA) National Verication and Worksite Enforcement Liaison Committee and
as a member of AILA’s Compliance Standards Task Force established to create model U.S.
standards for the best practices and ethics for worksite enforcement compliance auditing.
Her service to AILA has also included membership on its Board of Governors, chair of
