PREFACE
The Federal Civil Enforcement Committee of the Section of
Antitrust Law is pleased to present an important new resource to antitrust
practitioners: the DOJ Civil Antitrust Practice and Procedure Manual.
The Manual is intended to provide those practicing before the Antitrust
Division with guidance on the process and procedures that drive the
decision making behind the Antitrust Division’s civil enforcement,
competition advocacy, and issuance of guidance to the antitrust
community.
Many who have contributed to this Manual have served at the
Antitrust Division; others regularly appear before the Division. We
appreciate the efforts of the authors and editors to ensure that the Manual
is objective, thorough, and balanced. The final product does not
necessarily reflect the views of the Division or of the clients or
employers of the authors.
The Manual is the product of the hard work of numerous individuals.
We owe special thanks to Kenneth M. Vorrasi, who was responsible for
editing the entire book and marshalling the work of the drafters into a
unified whole, and has worked tirelessly to see the project through to
completion. We are indebted to him for his efforts and for graciously
incorporating our comments.
The Manual was fortunate throughout to have an experienced and
