FOREWORD
The Section of Antitrust Law of the American Bar Association is
pleased to present the Energy Antitrust Handbook. The Handbook
presents a guide to an industry of increasing importance to the U.S.
economy. The Handbook is designed to assist energy, regulatory, and
antitrust lawyers in understanding the multilayered complexity of this
field.
In publishing the Handbook, the Antitrust Section wishes to express
its thanks to James I. Serota, for his vision and guidance in leading this
project to fruition. Together with his co-editor Robert C. Walters, and
contributors Stephen Angle, Stuart A. Caplan, Alan J. Cox, Stacey H.
Doré, Robert C. Fallon, David B. Goroff, Douglas G. Green, Timothy T.
Hughes, Mary Anne Mason, Bruce C. McCulloch, John C. Peirce,
William L. Sippel, and William F. Young, they have created a work that
will add significant insight to the scholarship in this area. The Antitrust
