Cary R. Perlman is a partner in the Chicago office of Latham & Watkins

LLP, where he has practiced environmental law and litigation since joining

the firm in 1988. He is experienced in litigation on behalf of both plaintiffs

and defendants involving CERCLA, the Clean Air Act, the Clean Water Act,

the Oil Pollution Act, RCRA, toxic torts, and citizen suits. Mr. Perlman is

particularly experienced in litigation and trial work involving complex regu-

latory programs, complex issues of causation and/or damages, and complex

expert testimony. Mr. Perlman also has defended approximately 50 federal

and state environmental enforcement actions, including new source review,

PSD, and criminal matters under the Clean Air Act.

Mr. Perlman has lectured on environmental topics including CERCLA,

RCRA, the Clean Air Act, and the environmental aspects of business transac-

tions at law schools and Continuing Legal Education seminars. He is a mem-

ber of the Book Publications Board of the American Bar Association’s Section

of Environment, Energy, and Resources. Mr. Perlman received his J.D. de-

gree from Harvard Law School in 1987, and he clerked for the Honorable

Robert E. Keeton of the United States District Court for the District of Mas-

sachusetts.
