James L. Arnone is a partner in the Los Angeles office of Latham & Watkins
LLP, where he has practiced land use and environmental law since 1990, with
a particular focus on litigation concerning controversial real estate projects.
Mr. Arnone is also a lecturer in law at the University of Southern California’s
Gould School of Law, where he has been a member of the part-time adjunct
faculty teaching environmental law since 1997. Mr. Arnone is a frequent
lecturer and author in environmental and land use law, speaking often to
audiences of government officials, businesspeople, environmental profession-
als, and environmental and land use attorneys. He has served on the Execu-
tive Committee of the Los Angeles County Bar Association’s Environmental
Law Section, where he served as chair of its Land Use Committee, chair of
its Litigation and Insurance Committee, and chair of its Legislation Review
Committee. Mr. Arnone earned a J.D. from Harvard Law School (1990) and
a B.A. from the University of California, Los Angeles (1987).
Jane F. Barrett has over 30 years of experience working in the field of
environmental criminal law. In 2007, she joined the faculty of the University
of Maryland School of Law as an associate professor of law and director of
the Environmental Law Clinic. She is also of-counsel with Blank Rome LLP.
While in private practice, Professor Barrett chaired the White-Collar, Inter-
nal, and Government Investigations Group with Dyer Ellis & Joseph, PC and
Blank Rome LLP. In addition to litigating complex criminal and civil cases,
she also conducted corporate internal investigation and advised clients on the
implementation of corporate compliance programs. As a former federal and
state prosecutor, Professor Barrett has extensive criminal jury trial experi-
ence, including significant environmental criminal cases, and has success-
fully argued numerous appellate cases. She was an assistant United States
attorney for the District of Maryland, where she served as chief of Environ-
mental Litigation. She also served as an assistant attorney general for the
state of Maryland, where she was responsible for developing and supervising
the prosecution of criminal violations of state environmental laws. Her envi-
ronmental experience began as an attorney with EPA’s Office of Water En-
forcement.
Cynthia S. Betz is an associate at McCarter & English, LLP. Ms. Betz
concentrates on complex litigation of all kinds, including insurance coverage
for policyholders and environmental law matters. Prior to joining the firm,
Ms. Betz was a law clerk to the Honorable Stanley R. Chesler, U.S. district
