PREFACE
The Federal Civil Enforcement Committee of the ABA Section of
Antitrust Law is pleased to present this second edition of the DOJ Civil
Antitrust Practice and Procedure Manual. The Manual is intended to
provide those practicing before the Antitrust Division with guidance on
the process and procedures that drive the decisionmaking behind the
Antitrust Division’s civil enforcement, competition advocacy, and
issuance of guidance to the antitrust community.
Many who contributed to this Manual have served at the Antitrust
Division; others regularly appear before the Division. We appreciate the
efforts of the authors and editors to ensure that the Manual is objective,
thorough, and balanced. The final product does not necessarily reflect the
views of the Division or of the clients or employers of the authors.
This Manual is the product of the hard work of numerous
individuals, and we were fortunate to have an experienced and dedicated
