Parents can typically borrow money. They
can take out home equity loans, secure short term
borrowings, or get advances on credit cards. Loans
normally have to be repaid. Therefore, a loan
secures cash currently, but it eventually has to be
returned to the lender. Consequently, loans do not
represent economic income. Since loans do not
represent economic income, the default position
is to exclude them from income for the determina-
tion of child support.
However, there are at least two notable excep-
tions to the general rule of excluding loans from
