IMPROVING STRATEGIES OF THE DECISION-MAKING PROCESS WITHIN THE ROMANIAN POLICE FORCE.

  1. Introduction

    The research combines theoretical investigation and statistical analysis and interpretation of the normative acts which regulate the functioning of the Romanian public institutions, with particular relevance for the Romanian Police.

    Research hypothesis: The research focuses on relevant aspects, such as the approach of management activity as a process of regulation for an organization's management whose decisions are being influenced by the basic profile and characteristics of the organization structure. It further focuses on the orientation and content of the decision making processes, the way in which power/authority distribution within the organization is reflected in the decision-making processes, the manifestation of communication phenomena as fundament and context of preparation and selection of the management decisions and growth strategies being in relation to the efficiency of the decision-making processes within the specialized institutions for ensuring the country's economic security as undertaken by the Romanian Police.

    Motivation and importance of the research: The interest for investigating the present subject is determined by the fact that the performance of the effort to gain and maintain our country's economic security is given by both quality of the regulations and legislation in this field as well as the way these are projected, structured and functional at the level of organization in all the institutions habituated to guarantee Romania's economic security.

    Objectives and hypotheses of the research: The main objective of the research refers to identifying the means to grow the performance of the decision-making processes in the institutions specialized in providing national economic security by perfecting the main variables which define their management framework. The key hypotheses from which the research demarche started is the following: in order to efficiently ensure economic security, it is not enough to have modern and adequate legislation which is absolutely compulsory in order to eradicate or limit the phenomena which undermine economic stability. Instead, it is necessary to have adequately organized and coordinated institutions in order to implement legislation regarding economic security, first of all by providing these institutions with modern, flexible and performing decision-making systems which allow adjustments and adaptations to institution functioning in agreement with the alterations taking place within the organization environment and the new priorities.

  2. The Direction of the Modernization Strategy within the Romanian Police

    The modernization strategy of the Romanian Police contains the fundamental objective, strategic and general objectives in view of its reorganization and modernization. Within a vast modernization process of the entire developing Romanian society, the Romanian Police has started its own demarche for reform, inscribed in two fundamental coordinates: concept and structure, adopting a new vision regarding the fundamental purpose of the police activity that is the protection and service for the community.

    The strategy of improvement of decision-making processes in the field of formation and lifelong learning of the cadres within the Romanian Police

    The creation of a new reform concept and strategy for the Romanian Police training is a complex process and, in the long run, an activity based on scientific principles and professional standards, which provides continuous instruction development of the Romanian police officers and harmonization of the Romanian education system with European systems of police force training.

    The development of a strategy for organizing continuous instruction and training of the National Police is based on the modernization strategy of the Romanian Police, the principles and laws regarding the reform of the Romanian and European education systems, the training trends for the European Law Enforcement Agency, the vision on the development of police training, the existing situation of the police training system and the evaluation of the present constraints.

    The vision for the development of continuous police instruction and education is a modern education and training system where the police force is instructed all along their career by providing the best knowledge necessary for the fulfilment of the police officer career. The system is based on the legislation in the field and is in agreement with the internationally accepted standards.

    After joining the European Union in 2007, Romania has gone through a series of legislative, cultural and social changes which led to a shift in the mentality of a former communist country going through transition. The compliance with the European laws and regulations, attitudes towards training the population through exchange programmes within high schools and colleges such as Erasmus programmes led to a massive contact with different countries, cultures and civilizations within the European Union as part of the population training and compliance with the European standards and level of knowledge. At the same time, as the European policy is to create a sustained economy supported by economies which can support development, all member states have to align to this goal by implementing the long-life programmes whose roles are to train personnel as part of the future of the European Union labour market.
