Colorado Procurement Code

1) Bid Protests

a) File bid protest - 10 business days after knew or should have known of the facts for the protest.
b) Initial written decision - 10 business days after filing the bid protest.
c) Appeal to executive director - 10 business days after the written decision is mailed.
d) Decision by executive director - 30 business days after receipt of the appeal.
e) Judicial review - 10 business days after the decision is rendered.

2) Contract Controversies

a) Written decision by purchasing agency - 20 business days after the written request for a final decision.
b) Appeal to executive director - 20 business days after the decision is rendered.
c) Decision by executive director - 30 business days after receipt of the appeal.
d) Judicial review - 20 business days after the decision is rendered.

3) Suspension and Debarment

a) Appeal notice of debarment - 20 days after the date the written notice is sent by certified mail.
b) Appeal to executive director - 20 business days after the decision is rendered.
c) Judicial review - six months after the decision is rendered.

4) Liens

a) Publication of notice of final settlement - at least 10 days prior to the date of final settlement.
b) File verified statement - on or before the date of final settlement.
c) Commence action - 90 days after the date of final settlement.

Bridge and Highway Contracts

1) CDOT Bid Protests

a) File bid protest - seven working days after knew or should have known of the facts for the protest.
b) Initial written decision by chief engineer - seven working days after filing the bid protest.
c) Judicial review - 10 working days after receipt of the decision by the chief engineer.

2) CDOT Contract Disputes

a) Meeting on contract disputes - 15 days after submission of the request for equitable adjustment.
b) Initial written decision by project engineer - seven days after the meeting.
