§ 4.3 • PROCUREMENT OF SUPPLIES AND SERVICES BY THE STATE AND ITS AGENCIES

In addition to the procurement of construction services, the Colorado Procurement Code also applies to the procurement of supplies and services needed by the state and its agencies.79 "Supplies" means all property, including equipment, materials, and insurance. "Services" means the furnishing of labor, time, or effort by a contractor not involving the delivery of a specific end product.80

The chief procurement officer may issue mandatory or permissive price agreements for the procurement of supplies and services.81 State agencies must use mandatory price agreements when supplies and services are needed, unless given written authorization by the Division of Purchasing to purchase supplies or services other than on mandatory price agreements.82
