Trust in Administration
and Governance
The first four articles in the April 2019 issue explore the roles and effects of
trust and distrust in a wide range of administrative and governance settings
and conditions. The articles examine the relationship between power and
trust in collaborative governance, the conditions that influence the trust rela-
tionship between elected and appointed officials in local government, the
effects of stakeholder control on trust relations among infrastructure project
partners, and the functions and dysfunctions of trust and distrust in inter-
organizational relationships. Trust and distrust are remarkably complex,
even elusive, phenomena in public administration and governance. Scholars
from a number of disciplines have made important strides toward increasing
general knowledge about these phenomena. Along with the recent analysis
of the layered character of trust in innovation network information exchange
(Geist, 2019), and a number of articles in previous issues over the past
decade in A&S, the articles in this month’s issue bring significant new con-
tributions to the body of expert and general knowledge about the intricate
dynamics of trust in the public sector.
