Associate Editors
We thank Zeger van der Wal, Lee Kuan Yew School
at National University of Singapore, for his service the
past two years. Zeger was one of our inaugural associate
editors beginning with the January/February 2015
issue. Zeger has toiled relatively anonymously, reading
new submissions, assessing their readiness for peer
review, assisting with the identification of reviewers,
and providing feedback for authors whose manuscripts
do not qualify for peer review. Zeger has reviewed
dozens of manuscripts the past two years. We appreciate
his effort, diligence and professionalism. Public
Administration Review ( PAR ) is better for his service.
We welcome Tanya Heikkila as a new associate editor.
Tanya is professor in the School of Public Affairs at
University of Colorado Denver where she co-directs
the Workshop on Policy Process Research. She brings
to PAR expertise in comparative institutional analysis,
qualitative methods, environmental management, and
collaboration.
New Editorial Board Members
We welcome 24 new editorial board members for
2017–19. We are excited about their participation in
the coming years.
Mohamad G. Alkadry serves as professor of public
administration and director of the Master of Public
Administration program at Florida International
University (FIU). He previously held academic
and administrative appointments at West Virginia
University and Old Dominion University. He received
his PhD from Florida Atlantic University (2000). He
is co-author of Women and Public Service: Barriers,
Challenges and Opportunities (2013–14) and has
published multiple articles in peer-reviewed journals.
Shyaka Anastase has a PhD in political science and
has been CEO of the Rwanda Governance Board
since 2011. In 2010, he invented the Rwanda
Governance Scorecard, a governance index for
Rwanda. He was formerly director of the Center
for Conflict Management at National University of
