This
essay
discusses
the
genesis,
development,
and
administration
of
the
survey
project
on
the
teach-

of
the
general
course
in

programs.
Sev-
·
eral
authors
in
this
special
,
issue
of ROPPA
analyze
the
data
gathered
by
that
sur-
vey.
The
basic
idea
of
this
project
originated
with
Pro-
fessor
Charlie
B.
Tyer
of
the
University
of
South
Carolina,
when
he
was
chair-elect
of
the
Section
on
Personnel
Administration
and
Labor
Relations
(SPALR)
of
the
American
Society
for
Public
Administration
(APSA).
He
suggested
it
would
be
useful
if
someone
tried
to
find
out
how
the
general
personnel
course
was
be-
ing
taught
across
the
country.
At
his
request,
the
project
topic
was
announced at
SPALR’s
s
Annual
Membership
Meet-
ing
in
connection
with
the
..
Annual
Conference
of
ASPA
held
in
Portland,
Oregon
in
1988.
Therein,
official
endorsement
of
the
.
projectbytheSPALRmem-
bers
present
was
obtained,
making
SPALR
an
official
sponsor;
volunteers
were
solicited
to
work
on
the
study
at
that
time.
Profes-
sors
Nicholas
P.
Lovrich,
Dalmas
H.
Nelson,
and
Ross
Robson
all
expressed
a
desire
to
participate
in
the
undertaking.
Profes-
sor
Tyer
subsequently
asked
Lovrich
to
serve
as
chairperson
for
the
study,
and
added
as a
sponsor,
ROPPA,
SPALR’s
affiliated
journal.
Lovrich
later
asked
Nelson,
outgoing
chairman
of
SPALR,
to
serve
as
co-chair
with
him
on
the
study.
