WHAT
IS SPALR?
The Section on Personnel Administration and Labor Relations is a group of
over 1,000 ASPA members who are dedicated to promoting wider recogni-
tion of the importance of personnel management and labor relations in public
policy and management decisions.
GOALS
Since its creation in 1979, the Section has promoted wider recognition of
the importance of human resource management and labor relations, from both
an operational and a theoretical perspective. This includes such topics as:

To accomplish these goals, the Section engages in a range of activities,
including conferences, publications and task forces.
CONFERENCES
The Section sponsors panels and workshops at regional and national meet-
ings of ASPA. The activities at professional meetings provide an opportunity
for Section members to exchange views on the latest developments in the
field.
PUBLICATIONS
All Section members receive two free publications. The Newsletter, pub-
lished three times a year, contains news items on Section activities, inter-
views with prominent personnel management and labor relations officials,
and other issues of interest in the field. The Review of Public Personnel
Administration, published three times a year by the University of South
Carolina Institute of Public Affairs in affiliation with the Section, provides
members with research and analysis of current personnel issues. Recent top-
ics have included affirmative action, productivity improvement, cutback man-
agement and labor relations.
