I am pleased to present the 1999 Ninth Circuit Environmental Review, which conveniently summarizes in one location the significant cases in environmental, natural resources, and Native American law decided by the Ninth Circuit Court of Appeals in 1998-1999. These case summaries are useful reference tools for environmental and natural resources practitioners and students alike. Student members of the Review have also written detailed Chapters based on some of the more interesting decisions decided by the court in the past year.

The Chapters written by Ninth Circuit Review members cover a wide range of topics. Mr. Peter M.
