Editor in Chief Search 2004–2005
ASPA President Cheryle Broom invites proposals from individuals and institutions
interested in assuming the responsibility of editor in chief of Public Administration
Review, the premier journal of public administration.
The current editor of Public Administration Review (PAR), Larry D. Terry, will complete his six-year term on December
31, 2005. Larry and prior PAR editors recommend a three-month overlap of editors in order to acclimate the new editor.
They also recommend that the actual selection of editor take place much earlier so that the new editor’s supporting
organization has time to budget and plan for the assistance they will need to provide to the editor.
ASPA Policy Regarding PAR Editor
Current ASPA policy calls for the PAR editor in chief to be appointed for an initial term of three years by the president,
subject to ratification by the National Council. This appointment is renewable for successive one-year terms, also
subject to council ratification. The maximum term served by an editor has been six years. (Policies and Procedures
Manual, Chapter 2, 2:-1-8.1 (b) Public Administration Review (PAR ) Editorial Board).
At their March 31, 2004 meeting, the National Council voted to change the policy to allow consecutive three-year
reappointments and to eliminate the last line of the Policies and Procedures Manual that states that the maximum term
served by an editor has been six years. This requires a change in the ASPA Bylaws and thus will not be effective until
the members vote on the bylaws change involved. Bylaws changes will be included on the ballots that go out in Novem-
ber for election of officers. If approved, the change would go into effect in early 2005.

I. Editor’s Roles and Responsibilities
The PA R editor in chief (hereafter “editor”) is one of the American Society for Public Administration’s (ASPA)
highly visible public figures. Consequently, the editor’s attitude, behavior, actions, and performance directly influence
how ASPA is perceived by the public administration community. The editor has an obligation to uphold the values and
traditions of ASPA in general, and PAR in particular.
