against Tejada that happened in 2010 and 2011 oc-
curred so long after the Guzman incident that they
could not have had anything to do with her report.

CGI meeting concludes with over
120 Commitments to Action
The tenth annual Clinton Global Initiative con-
ference has concluded with 123 Commitments to
Action aimed at improving the lives of more than 15
million people.
According to the Clinton Foundation, when fully
funded and implemented, the commitments will en-
sure that:
More than 6 million girls and women will be
positively impacted by a variety of programs to im-
prove the quality of education and increase access to
employment and skills development opportunities.
More than 1 million students will participate in
extracurricular learning activities (includes programs
related to arts; female empowerment; literacy; and
science, technology, engineering and mathematics).
More than 26 million tons of carbon dioxide
equivalents will be reduced or abated.
More than $83 million will be disbursed to entre-
preneurs, microenterprises and small/medium-sized
enterprises.
Nearly 40,000 physicians and health workers will
be employed to expand access to health care services,
and more than 1 million smallholder farmers will
gain access to new agricultural products and markets.

International Red Cross
eyes budget shortfall
The International Committee of the Red Cross is
facing an unprecedented budget shortfall caused by
conict in the Middle East, and the situation is likely
to make the refugee crisis in Europe even worse.
As mentioned in The Guardian, the organization
reported a funding gap of over $80 million for its
operations in Syria, Iraq, Jordan and Lebanon, as
of the end of September. Those funds go to such
things as water, food, shelter and medical supplies for
millions of people in the region—some 5 million in
Syria alone. But if those services are lacking, it will
prompt more refugees to ee to Europe, according
to Robert Mardini, the ICRC’s regional director for
the Middle East.
“When you develop and offer public services to the
population, you can give them options to stay,” Mar-
dini told The Guardian. “There are other parameters
in the mix, but at least it can help people to decide
to stay because the default position for people is to
stay close to their homes.”
Over the past ve years, the organization’s eld
budget has increased nearly 50 percent, The Guard-
ian reported. The ICRC now needs more than $123
million every month to sustain its operations.
California Community Foundation
pledges $1 billion for L.A. County
The California Community Foundation has
pledged $1 billion in funding to Los Angeles County
nonprot organizations over the next 10 years to
improve the quality of life for L.A. communities and
families, especially those who are struggling.
Over the last 10 years, the CCF provided $700 mil-
lion in grants to support a range of issues, including
health care, education, the arts, economic opportu-
nity and helping immigrants succeed. Looking ahead,
the foundation said it will increase its efforts to help
tackle the root causes of the major challenges facing
the region, such as homelessness, graduation rates,
health access and more.
In support of its $1 billion funding commitment,
the CCF aims to spur action from others in philan-
thropy, business and the public sector to invest in Los
Angeles County. The group said a recent poll indi-
cated a strong desire for residents to get more engaged
in their communities but found that residents do not
know how or if their actions will make a difference.
