about her difculty taking examinations, remembering
certain information and learning in group settings.
But Judge Ponsor ruled that even if those two
pieces of evidence were enough to show that she
suffered from an impairment, they were insuf-
cient to establish that she was “disabled” under
the statute.
He also said that even if Williams had established
a disability, the record was clear that the corps did
not deny a reasonable accommodation, because it
had attempted to work with her and had accommo-
dated her in a number of ways. Finally, he ruled that
by refusing to retake the test, Williams was herself
responsible for the breakdown in communications
and had left the corps in the dark about what she
wanted or claimed she needed.

BoardSource offers glimpse into latest
nonprot governance research
BoardSource recently released key ndings from its
one-of-a-kind survey of board chairs and nonprot
executives.
Known originally as the “BoardSource Nonprot
Governance Index,” the renamed “2014 Leading
with Intent: A National Index of Nonprot Board
Practices” goes to the heart of nonprot leadership’s
boardroom experiences.
A preview of the report’s key ndings includes:
• Overall, boards earned a B- when evaluated by
their board chairs and nonprot executives.
• Roughly 50 percent of respondents said their
organizations expanded or added services.
• Sixty percent of those surveyed experienced 100
percent board giving.
• 51 percent of boards conducted a formal written
board self-assessment in the last three years.
• Only 22 percent of boards have a formal written
public advocacy agenda.

CAF’s 2014 World Giving Index
available
The Charities Aid Foundation (CAF)—an orga-
nization dedicated to motivating society to give ever
more effectively and helping to transform lives and
communities around the world—has released its
2014 World Giving Index, which examines charitable
behavior across 135 countries.
The CAF research found that only one of the 15
CEP research: Funders aren’t
supporting feedback activities
Foundations are not providing sufcient funding
for their nonprot partners to gather feedback from
their beneciaries to gauge how well they are serv-
ing their needs, according to new research from the
Center for Effective Philanthropy (CEP).
The CEP data found that most nonprots are
engaged in soliciting such feedback to some extent,
but in many cases they lack the nancial resources
and staff with the skills and knowledge to do so. The
study found that nearly three out of ve respondents
felt that a lack of resources was a key challenge to
accurately assessing how well they were addressing
the needs of their beneciaries, and the majority of
nonprot leaders say their foundation funders don’t
thoroughly understand the needs of those they intend
to help.

sied as a high-income country by the World Bank.
The United States came in ninth on the report’s list
of “Top 10 countries by participation in donating
money.”
Researchers said this year’s report includes an
analysis of levels of giving worldwide, an index of
all countries ranked by their average on three mea-
sures of giving behavior, insight into uctuations in
the three giving behaviors and recommendations for
governments around the world to enhance giving.
