The purpose of this book is clearly stated in
the preface: “to enable the citizens of British
Columbia to understand the councils, boards,
and trusteeships that govern the provision of local
services, and to assist elected and appointed of‌f‌i cials in
their ef‌f orts to serve the public more ef‌f ectively” (xi).
However, the need for such a volume clearly extends
beyond the citizens of British Columbia, and should
include students and scholars of public administra-
tion in Canada, in the United States, and around the
world. Some worldwide recognition it has already
achieved: now in its fourth edition, the book’s third
edition was translated into Chinese and published by
the University of Peking Press.
