Created in 1979, the Section on Personnel Administration and Labor
Relations (SPALR) of the American Society for Public Administration
(ASPA) promotes the importance of human resource management and labor
relations in public service organizations. It emphasizes:
•public human resource management as a profession;
•civil service reform;
•human resource planning, management, and evaluation;
•job evaluation and compensation;
•labor-management relations;
•constitutional rights of employees; and
•diversity and affirmative action.
All section members receive two free publications: the Review of Public Per-
sonnel Administration and a newsletter, Periscope.
WHAT IS ASPA?
ASPA is a nonprofit professional organization dedicated to improved
management in the public service through exchange, development, and
dissemination of information about public service. More than 10,000 mem-
bers include government administrators, nonprofit executives, educators,
researchers, consultants, students, and civic leaders. Since its inception in
1939, ASPA has provided national leadership in advancing the science and
art of public administration. It is the only organization of its kind in the
United States aiming broadly to improve public service at the national,
state, and local levels. ASPA publishes the PublicAdministration Review and
the PATimes, as well as a variety of other hardcopy and online publications.
