Introduction
T he book reviews in this issue of Public
Administration Review (PAR ) examine the
role of government and how we organize and
manage government in an increasingly globalized
world. Professor Frank J. Thompson recalls the
distinguished public service leadership and scholarly
contributions of former North Carolina Governor
Terry Sanford to draw attention to the important role
governors play in shaping federal grants in his review
of Governors, Grants, and Elections: Fiscal Federalism
in the American States by Sean Nicholson-Crotty.
Professor Salvatore P. Alaimo underscores how
increased globalization directly affects the management
of international organizations in his review of
Eduardo Missoni and Daniele Alesani s Management
of International Institutions and NGOs: Frameworks,
Practices, and Challenges. Finally, Professor Jeremy
Vickers analyzes how governments can work to improve
their performance despite the fact that increased public
distrust of government is steadily increasing in his
review of Peter H. Schuck s Why Government Fails so
Often: And How It Can Do Better.
