He recently  nished an impressive PAR Foundations
of Public Administration contribution on that vital
topic and has been an active PAR reviewer and con-
tributing author.
James K. Hartmann, city manager of Alexandria,
Virginia, has served in several senior city management
posts throughout the United States and coauthored
an innovative lead article in the November/D ecember
2010 issue of PAR on organizational culture as an
e  ective, practical management tool capable of
e nhancing local government productivity.
Martha Joynt Kumar of Towson State University
authored one of the most signi cant and in uential
lead PAR essays that appeared in the July/August 2008
issue, summing up “best practices” of past presiden-
tial transitions. Her essay was used by the incoming
Obama administration to chart one of the smoothest
presidential transitions in U.S. history.
Christine Martell of the University of Colorado
Denver received the distinguished Jesse Burkhead
Award for the best essay published in Public Budget-
ing and Finance during 2008. She specializes in
public  nance as well as comparative studies and
recently published important PAR ar ticles on con-
temporary tax limitation and municipal bond issues.
Patricia Shields of Texas State University San Marcos
is the editor in chief of Armed Forces and Society and
wrote a pathbreaking lead essay for the March/April
2008 issue of PAR dealing with pragmatism as a prime
intellectual source for contemporary American public
administration and its implications for our  eld today.
She contributed to the PAR Foundations of Public
Administration series on administrative scope and
methods that o er a critical new look at this topic.
Eran Vigoda-Gadot is the head of the School of
Political Sciences as well as head and founder of
the Center for Public Management and Policy at
the University of Haifa, Israel. He has authored or

Maria P. Aristigueta of the University of Delaware
is a professor of public administration and director
of the School of Urban A airs and Public Policy. She
is the author of Managing for Results in State Govern-
ment (1999) and, more recently, Civil Society in Cuba
and Organizational Behavior in the Public and Non-
Pro t Sectors. She also was a consultant to the Seoul
Metropolitan Government in South Korea and taught
public administration at the University of Bucharest
and Catholic University, Leuven.
Ali Farazmand of Florida Atlantic University is the
author or editor of 19 books covering a wide range
of current administrative topics, including compara-
tive public administration, governance, organization
theory, globalization, privatization, and administrative
reform. He is the founder and editor of Public Organi-
zation Review: A Global Perspective and authored the
lead essay in PAR’s November/December 2009 issue,
“Building Administrative Capacity for the Age of
Rapid Globalization.”
James L. Garnett of Rutgers University–Camden has,
throughout his academic career, penned innumer-
able works that advanced our theoretical and applied
knowledge of administrative communications, includ-
ing Communicating for Results in Government (1992).
