Editor’s Note
Welcome to my first issue of the Review of Public Personnel Administration as
editor in chief. Many thanks to Mary Ellen Guy, who ably preceded me in this
position. Her scholarship and service is much appreciated. Mary has served ROPPA
exceptionally well, and I look forward to maintaining the high standard she has
set for publishing cutting-edge, research-based public human resource management
scholarship. Also, much appreciation goes to Steve Hays, Rick Kearney, and Charlie
Tyer,who founded ROPPA in 1980 at the University of South Carolina and preceded
Mary as editors. These four have helped shape the modern intellectual foundation of
the field.
I am joined in my editorial responsibilities by associate editors Meredith Newman,
Florida International University, and Douglas Watson, University of Texas at Dallas.
Rex Facer, Brigham Young University, will continue in the role of book review edi-
tor and will be assisted by Jerrell Coggburn, University of Texas at San Antonio, as
associate book editor. Shelly Peffer, Long Island University, has agreed to serve as
Legal Briefs editor. The editorial board for the 2007 year will remain unchanged
with the exception of Lloyd Nigro, who will be retiring from Georgia State University
and service on the board, which he has served since the journal’s inception. Many
thanks to Lloyd for his long-time support of the journal. Ilka Decker, Elizabeth
Winslow McAuliffe, and Gregory Reece will continue to provide management and
production support.
Sage Publications has generously expanded our page coverage beginning with
this issue. You will also notice that a subtitle has been added the journal’s moniker,
noting that we are indeed The Journal of Public Human Resource Management. I
believe this subtitle helps us to better reflect the broad nature of the topics covered
by ROPPA. Many thanks to Burke Nagy, Hane Lee, Sara Michel, and the entire team
at Sage; they are truly engaged supporters of ROPPA.
Another new addition will be an advisory board. The purpose of the board is to
advise the board of editors on the strategic direction of the journal and its outreach to
the public human resources profession. I am very pleased that the following individuals
have agreed to serve as members of the advisory board: Ann Hess Braga (City of
Boston), Walter Broadnax (Clark Atlanta University), Keon Chi (Council of State
Governments), John Crum (U.S. Merit Systems Protection Board), Mary Ellen Guy
(immediate past editor in chief), Steven Hays (founding editor in chief), Albert Hyde
(The Brookings Institution), Robert Lavigna (Partnership for Public Service), Neil
Reichenberg (IPMA-HR), and Vidu Soni (ASPA’s Section on Personnel Administration
and Labor Relations). Other advisory board invitations are pending as of this writing.
