DENEEN AL-SADI is a human resource practitioner with experience in recruit-
ment, interviewing and selection, benefits administration, training, employee
complaint resolution, EEO investigations, and collective bargaining. Al-Sadi
holds a bachelor’sdegree in business administration and a master’sdegree in leader-
ship and policy studies from the University of Memphis.
RAQUELL. BECERRA is a Ph.D. candidate at the Center for Public Administra-
tion and Policy at Virginia Tech. She is the Associate Director of the Race and
Social Policy Research Center, where she conducts research on the hard-to-serve
welfare population.
SUSAN TINSLEY GOODEN is an associate professor at the Center for Public
Administration and Policy and Director of the Race and Social Policy Research
Center at Virginia Tech. She received her Ph.D. from the Maxwell School of Citi-
zenship and Public Affairs at Syracuse University. She has published in the area of
U.S. welfare policy.
TAMMY L. HENDERSON is an assistant professor in the Department of
Human Developmentat Virginia Tech. She receivedher Ph.D. in human develop-
ment and family sciences at Oregon State University. She has published in the area
of grandparent visitation rights, teaching social policy, and public opinion.
JEFFREY D. JETER is an attorney with the Louisiana Office of the Attorney Gen-
eral. He received juris doctor and MPA degrees from Louisiana State University.
RICHARD C. KEARNEY is a professor and the chair of the Department of Politi-
cal Science at East Carolina University. His most recent book is the 4th edition of
Public Personnel Management: Problemsand Prospects, edited with Steven W. Hays
(Prentice Hall, 2003).
DONG WON KIM is a research fellow at the Instituteof Urban Studies at Yonsei
University in Korea.He received his Ph.D. in public administration from Virginia
Tech.
SOONHEE KIM is an assistant professor in the Department of Public
Administration at the University of Nevada, Las Vegas. Her teaching and
research interests include human resources management, public manage-
ment, information resources management, and program evaluation. E-mail:
