In 2005, the Colorado General Assembly added C.R.S. § 38-33.3-209.6, which is not found in the Uniform Act, to the CCIOA. This statute allows the board to authorize reimbursement of a board member's expenses incurred in attending educational meetings and seminars on responsible governance of common interest community associations if the course content of the educational meetings or seminars is Colorado-specific and refers to applicable sections of the CCIOA.93 The expenditure is, by the statute, considered a common expense. When the statute uses the phrase "responsible governance," it is probably not merely coincidental that the preceding statute (C.R.S. § 38-33.3-209.5) lists "policies, procedures, and rules and regulations" that associations must adopt to "promote responsible governance." The statute specifies nine topics that must be addressed, and those topics are likely the ones the legislature expected the reimbursable educational meetings or seminars to address.
