§6.2 STATUTORY FRAMEWORK

The obligations imposed by the PRA on Washington agencies (denned as local governments and state agencies) are found in Chapter 42.56 RCW These rules are supplemented by best practices found in the attorney general's Public Records Act—Model Rules (AG Model Rules), found in Chapter 44-14 WAC. The PRA provides that every record related to the conduct of an agency that is "prepared, owned, used, or retained" by the agency is a "public record," RCW 42.56.010(3), which must be disclosed upon request, RCW 42.56.080.
