and international law enforcement resulted in the author's decision to
interview about three hundred individuals involved in international law
enforcement to better understand its evolution, nature and challenges. He
learned how DEA agents were able to circumvent legal restrictions on
undercover operations, recruit and use European and Latin American
informants, and deal with police corruption. In addition he discovered how
compensating mechanisms were used in the absence of sovereign police
authority on foreign soil. How Justice Department officials attempted to
better their foreign evidence gathering skills, largely to improve its
admissibility in American courts, and the ways in which justice systems in
other sovereign states changed in response to American requests and pressures
also became clear.
The book seeks to provide a comprehensive examination of U.S. international
law enforcement activities, to scrutinize dimensions that have not been closely
analyzed elsewhere, and to focus on new perspectives. Eight chapters
examine the internationalization of U. S. Law Enforcement from 1789 - 1939
and from 1940 - 1942; the DEA in Europe: Dealing with Foreign Systems;
the DEA in Latin America: Dealing with International Rendition of
Fugitives; and the Transformation of International Law Enforcement.
