Professor Robert M. Chesney is the Charles I. Francis Professor in Law at the
University of Texas School of Law, where he teaches courses relating to US national
security and constitutional law. Professor Chesney recently served in the Justice
Department as an advisor to the Detention Policy Task Force created pursuant to
Executive Order 13493, and writes frequently on topics concerning domestic and
international laws relating to the capture, detention, trial and disposition of per-
sons in the context of combat and counterterrorism operations. He is amember of
the Advisory Committee of the American Bar Association's Standing Committee
on Law and National Security, asenior editor for the Journal ofNational Security Law
&Policy, an associate member of the Intelligence Science Board, anon-resident
senior fellow of the Brookings Institution, aterm member of the Council on For-
eign Relations and amember of the American Law Institute. His forthcoming
scholarship includes abook examining the evolution of military detention prac-
tices in Iraq between 2003 and the present and another exploring the evolving role
of the judiciary in national security affairs. Professor Chesney also operates a
national security law LISTSERV for practitioners, scholars, journalists and stu-
dents, with approximately nine hundred subscribers from around the world.
Ms. Ashley S. Deeks served as the Assistant Legal Adviser for Political-Military Af-
fairs in the US Department of State's Office of the Legal Adviser until June 2010. In
July, she began aposition as an Academic Fellow at Columbia Law School. While at
the Department of State, she worked on issues related to the law of armed conflict,
including detention, conventional weapons and the legal framework for the conflict
with al Qaeda. She also provided advice on intelligence issues. In previous posi-
tions at the State Department, Ms. Deeks advised on international law enforce-
ment, extradition and diplomatic property questions. From May to December
2005 she served as the Embassy Legal Adviser at the US Embassy in Baghdad, during
Iraq's constitutional negotiations. She received several State Department Superior
and Meritorious Service Awards. Ms. Deeks was a2007-8 Council on Foreign Re-
lations (CFR) International Affairs Fellow and aVisiting Fellow in residence at the
