is book addresses a daunting global cha llenge and it demanded a substan-
tial and collaborative global eort in research and writing. e book would
not have been possible without the outstanding chapters and indispensable
insights and support from the 29 contributing authors from 16 countries
in this volume. e chapters contain deta iled and thoughtful analysis on
cutting-edge issues from both established and rising scholars and practitio-
ners who work in a wide range of settings including academia, private prac-
tice, government agencies, and nongovernmental organizations within and
outside the legal profession. e editor is grateful to have had the privilege to
work with such a remarkable team on this book project.
A small army of volunteer research assistants throughout the United States
and abroad provided essential support in the book manuscript assembly and
review process. Volunteer research assistants who provided outstanding assis-
