Acknowledgments
Iwould like to thank the many who assisted in the production of this book
from a series of presentations at the Third Annual Goddard Forum,
Biodiversity: Addressing a Global Issue Locally. In particular, I would like
to thank my coeditors, Coreen Ripp and Emily Lisy, and the other Goddard
Fellows who assisted in editing this book, Jonathan Farrell, Derald Hay, and
Lei Lin. These students worked tirelessly in contacting authors, assisting in
research and initial drafting, editing, and organization. They also assisted in
organizing the conference upon which this book is based. Some of the initial
work on the book arose out of a Penn State graduate class on the topic of local
responses to biodiversity. In addition to Emily Lisy and Coreen Ripp, the
students in that class included Loren Byrne, Louis DeMais, Laurie Good-
rich, Laura Hamilton, and Kristen Saacke-Blunk. My assistant, Emily Hill,
also provided invaluable assistance.
I must also thank Rachel Jean-Baptiste and the production staff at the En-
vironmental Law Institute. Without their hard work this book could never
have become a reality.
I would also like to acknowledge the support provided by the Maurice K.

This acknowledgment could not be complete without a tribute to Maurice
“Doc” Goddard, in whose honor the endowment that supports my work and
the Goddard Fora was created. Doc Goddard served as Secretary of the
Pennsylvania Department of Environmental Resources for 25 years under
four governors. In that role, he created a state park system that put a park
within 25 miles of every citizen of the commonwealth. He also helped create
the modern system of environmental regulation in the state, recognizing that
a clean environment and a sound economy are mutually dependent.
Finally, I would like to acknowledge the help and assistance of Rebecca
Lewis, who nursed me back to health as I recovered from a broken back and
put up with me as I took advantage of that period of inactivity to complete the
final revisions and edits to this book. I would also like to thank my children,
Andrew, Spencer, and Erin.
