Army Lt. Col. Lynn O'Connell, product manager for Army information warfare, and Janice Menker, director of the Contracts Resources National Security Group, which is part of the Concurrent Technologies Corporation, addressed a contracting seminar sponsored by Women In Defense, in Alexandria, Va. They discussed how to develop effective contract proposals, offering insights both from government and private-sector points of view, reflecting a combined government-contracting experience of nearly 50 years.
