The people of almost every European country, wearied by the ten years of war and turmoil which they have endured, have lost faith in their power to control their destinies and are in a state of mind which makes them an easy prey to the forces of reaction and tyranny. Disillusioned by the betrayal of all the high aims proclaimed during the war by all the statesmen of all the great powers and by the utter faithlessness of those statesmen to their pledges and most solemn declarations, they are ready to trust their fortunes to any adventurer or would-be Napoleon who offers by force to rid them of the dire conditions that are oppressing them.
