I. Introduction

Concerns for protection of visibility and western vistas brought western governors together. Utilizing a variety of regulatory and public policy tools, and with a commitment to solve a regional problem at the regional level, western governors in partnership with tribal governors, federal agencies, and representatives from industry, environmental groups, academia, and local government are developing strategies for solving western regional air quality problems.

The objective of this discussion is to examine key principles and organizations which are shaping the strategies and opportunities for regional air quality management in the West.

II. Enlibra

The Enlibra Principles of western governors were shaped in part by the experiences of the Grand Canyon Visibility Transport Commission (Commission) and early Western Regional Air Partnership (WRAP) efforts. Enlibra, from the Latin en libra, means "in balance."
