Welcome New Members of
the Editorial Board
As State and Local Government Review enters
its fifty third year, we welcome new members
to the editorial board. These individ ual volun-
teer their time to provide feedback to the edi-
tors and review manuscripts, while also
promoting the journal in academic and profes-
sional communities. Members of the editorial
board serve three year terms. We thank these
individuals, and our continuing board mem-
bers, for their service to the journal.
Christopher Alcantara is professor of
Political Science at The University of Western
Ontario. Much of his research examines i nter-
governmental cooperation between Indigenous
communities and the various levels of govern-
ment in Canada. He also writes about institu-
tional design and political behavior using a
variety of theoretical, conceptual, and metho-
dological approaches. He has published five
books and over forty-five journal articles, some
of which have won national and international
recognition, such as APSA’s Seymour Martin
Lipset Best Book Award, CPSA’s John
McMenemy Prize, and the J.E. Hodgetts Award
for best article in Canadian Public
Administration.
Gwen Arnold is an associate professor and
co-director for the Center for Environmental
Behavior at University of California-Davis.
Gwen’s research focuses on decision-making
by front-line government managers, both
within U.S. municipalities and within natural
resource agencies. She also studies diffusion
of policy innovations across sub-state jurisdic-
tions, federalism dynamics in the United States,
and how government officials use scientific
information in environmental management
choices. Substantively, her prior work focused
on wetland management, while her current
work focuses on high-volume hydraulic frac-
turing (widely known as “fracking”). Her
research methods include surveys, interviews,
social network analysis, content analysis, and
statistical modeling.
Thomas Elston is associate professor in
Public Administration at the Blava tnik School
of Government at the University of Oxford,
United Kingdom. His research focuses on the
organization of public services in established
democracies, and particularly on questions of
performance, resilience, reform and democratic
control. At the School, Thomas teaches classes
on political science and public management,
and conducts workshops for senior leaders on
strategy, organizational feedback and resili-
ence. Thomas also consults for a range of gov-
ernments in Europe and North America on
issues related to inter-organizational collabora-
tion, civil service performance and public sec-
tor reform. Dr. Elston has been appointed to a
second term on the editorial board.
Benedict S. Jimenez is an associate profes-
sor of Public Management and Policy in the
Andrew Young School of Policy Studies at
Georgia State University. His teaching focuses
on public budgeting and finance, public man-
agement, and quantitative analysis. His
research examines the institutional, financial,
and management dimensions of state and local
public service provision. Specifically, he has
explored four distinct but inter-related areas
of inquiries: 1) How public management prac-
tices and processes (performance management,
strategic planning, decision processes and
structures) shape the capacity of state and local
governments to improve their fiscal health; 2)
