The work of Jesse Hagopian in Seattle's Garfield High School (October issue) is commendable, but true reform of public education calls for more than just boycotting standardized tests.

The Common Core standards are based on skill competencies. Public schools need to teach using competency-based instruction that allows for each student to work toward each step or competency skill level. Then the students should be tested and, if successful, move on to the next step. If not successful, the student needs to receive remedial education until he or she achieves success. It is not teaching to the test; it is teaching with the test.

States spend millions of dollars on standardized tests that could more effectively be spent on competency instruction...
