2015–16 Report

History of the Waterman Fund

Since the early 1960s, the Denver Bar Association (DBA) has been the sole beneficiary in perpetuity of the income generated by a testamentary charitable trust established under the last will and testament of Anna Rankin Waterman, for the purpose of “lightening the financial burdens of aged, infirm or otherwise incapacitated” lawyers who have practiced law in Colorado for at least 10 years. Mrs. Waterman, who died in 1939, was the surviving spouse of Charles W. Waterman, a distinguished Colorado lawyer and U.S. Senator who represented Colorado from 1927 until his death in 1932. This year, Colorado State Bank & Trust succeeded the Washington D.C.-based bank that had previously served as trustee.

Administration of the Waterman Fund

The DBA Board of Trustees appoints five Waterman Fund Administrators. The DBA has delegated to these administrators the power to determine the recipients of the income received by the DBA from CSB&T and the amount of each grant. These administrators serve staggered five-year terms and meet monthly. The 2015–16 administrators were: Kevin E. McReynolds, Harry Arkin, Mary Jo Gross, Chuck Turner, and Richard Strauss. The activities and deliberations of the administrators are governed by Article IX of the DBA Bylaws (www.denbar.org/index.cfm/ID/1125/DBA/Section-2:-Bylaws) and by the Rules of Procedure adopted by the DBA Board of Trustees, which are on file with the Waterman Fund.
