Opponents of the Patient Protection and Affordable Care Act in Virginia largely have been successful in their bid to block full implementation of key provisions of the law, according to a report released by the Nelson A. Rockefeller Institute of Government, the public policy research arm of the State University of New York, Albany.

While the election of Gov. Terry McAuliffe, who supports ObamaCare and ran on a promise to broaden the state's Medicaid program, has allowed for some administrative implementation of the PPACA, the combination of state constitutional limits on executive authority and legislative roadblocks has constrained progress. In addition, national politics and groups have had large effects on state policy decisions, according to the report.

Opponents largely have focused on legislative action to block changes to the state's Medicaid program that would open it up to nearly 400,000 low-income individuals.
