Christopher Newport University was the site for the Virginia Chapter's annual government liaison meeting, featuring local representatives of the Internal Revenue Service and the Commonwealth of Virginia's Department of Taxation. More than 75 members joined to welcome Mark Shaughnessey, LB&I Director of Field Operations, and other IRS employees who provided updates on various examination developments and initiatives. In particular, Mr. Shaughnessey summarized the recent speech by IRS Deputy Commissioner Steven Miller to TEI's Midyear Conference, during which he discussed IRS efforts to streamline the audit and appeals process in order to re-direct resources to other areas within the organization. He also reported that preliminary evaluations are underway concerning the Schedules UTP that had been filed, confirming recent reports about the top three uncertain tax positions (sections 41, 162, and 482).

Mark Haskins of the Virginia Department of Taxation followed with a detailed discussion on legislative developments, including conformity, tax credits, and apportionment. Mr. Haskins noted that the budget stalemate in Richmond was creating regrettable uncertainty for the agency...
