Rule 3. Commencement of Action; Rejection of Ticket; Transfer of Action
(a) Commencement. An action is commenced when a ticket charging a traffic offense is issued to a defendant by an officer and timely filed with the clerk. To be timely filed, the ticket must be filed with the court within the time prescribed by the Virgin Islands Code or, if no time is prescribed, within 14 days after the date on which the ticket was issued to the defendant.
