Rule 28. Summonses, Warrants, and Subpoenas in Delinquency Proceedings

(a) Summons.

(1) Issuance When Child Is Not Detained. Upon the filing of a complaint upon a child who is not detained by the order of the court, the clerk shall issue a summons to the child and the parents or guardians or persons standing in loco parentis. The summons shall require the person on whom it is served to appear for a hearing at a time and place specified. The summons shall require the custodian to produce the child at the said time and place. A copy of the delinquency complaint shall be attached to the summons.
(2) Form. The summons shall set forth the name of the child and the name of the parents, guardian or custodian of the child and shall contain a brief statement of the facts which are alleged in the
