Y entonces... No paso nada. El pasado otoño, el presidente Clinton y su gabinete presionaron al Congreso en busca de votos para la aprobación de una medida llamada autoridad de vía rápida. La vía rápida significa que el presidente puede negociar un pacto comercial, que el Congreso puede aprobar o rechazar, pero no modificar. Sin la vía rápida, los países latinoamericanos no querrán entablar negociaciones comerciales serias con funcionarios norteamericanos, sabiendo muy bien que el Congreso estadounidense podría cambiar después lo pactado, con la consiguiente pérdida de tiempo y esfuerzo.
Cuando fue evidente el año pasado que no había suficientes votos a favor, Clinton aplazó los planes de presentar oficialmente la medida de la vía rápida. Entretanto, viajó a Santiago de Chile para participar en una cumbre de líderes de las Américas y pidió a todos que "tuvieran paciencia". Crece el temor de que Clinton no busque la vía rápida este año, incluso de que no la busque del todo antes del término de su mandato, en enero del 2001. Su principal asesor de asuntos latinoamericanos, Thomas "Mack" McLarty, se fue de la Casa Blanca y no se ha nombrado a ningún sucesor. La política exterior está dominada ahora por el intento de solucionar la crisis asiática.
Mientras América Latina avanza con la integración dentro de la región (sobre todo la expansión de Mercosur) y el hemisferio tiene un claro proyecto de las negociaciones sobre el Atea de Libre Comercio de las Américas (ALCA), los funcionarios de Clinton han situado a Latinoamérica en el fondo de su lista de prioridades.
Lo irónico es que justo cuando Estados Unidos exhibe internacionalmente una gran fortaleza económica, su política parece débil y errática. En América...
