Fullmer v. Michigan Dept. of State Police, 207 F.Supp.2d 650 (E.D.Mich. 2002). An individual convicted of a sexual offense challenged the constitutionality of the Michigan Sex Offenders Registration Act (SORA). The federal district court held that the public notification provisions of SORA violated procedural due process. The court found that SORA provided no opportunity to be heard on whether, and to what extent, public notification of a sex offender's registry information was necessary to protect the public, and the extent to which registration requirements could burden sex offenders, when balanced against the need to protect the public.
