V. LIMITS ON USES OF REVENUE

Private entities have very few legal limits on the use of revenues they receive. In most cases, a private entity may spend money on anything as long as the expenditure is not a crime.

Local governments, on the other hand, may have a large number of restrictions on the use of their revenues. For example:

- Grant revenues, as noted above, may be subject to a variety of restrictions imposed by the grantor.
- Fees may be subject to state constitutional, statutory, or local limits.
