Beckwith v. Hart, 263 F.Supp.2d 1018 (D.Md. 2003). An inmate filed an action against the Federal Bureau of Prisons (BOP) under the Federal Tort Claims Act (FTCA), alleging claims of defamation of character, negligence, battery and constitutional claims. The district court dismissed the action. The court held that the inmate failed to establish that he was subjected to excessive force in violation of his Eighth Amendment rights, when a BOP employee closed the door of a conference room on the inmate's foot after he had interrupted a meeting to request forms, and stuck his foot in the door...
