Doty v. Doyle, 182 F.Supp.2d 750 (E.D.Wis. 2002). A state prisoner petitioned for habeas relief after he was transferred to a private out-of-state prison, alleging that the state lost its authority once it shipped him beyond its boundaries. The district court denied the petition and the prisoner appealed.
