Doty v. Doyle, 182 F.Supp.2d 750 (E.D.Wis. 2002). A state prisoner petitioned for habeas relief after he was transferred to a private out-of-state prison, alleging that the state lost its authority once it shipped him beyond its boundaries. The district court denied the petition and the prisoner appealed. The district court held that the state no longer had the authority to divert a portion of the prisoner's income to release accounts while he was confined in a private out-of-state prison.
