Uzbekistan’s diplomacy in the modern
international relations system

The article is dedicated to the issue of Uzbekistan’s diplomacy in the 21st century. It shows the evolutional path of
Uzbek diplomacy that plays an important role in pursuing national interests on the global scale in the framework
of foreign policy. Article shows that Uzbekistan has clearly defined foreign policy priorities; it willfollow in the fore-
seeable future. Such aspects as more active participation in the multilateral cooperation and at the same time retaining
healthy pragmatism as a result of pursuing bilateral relations both with neighboring countries and great powers are
also underlined. The main advantage and novelty of the article are that the author provides clear-cut periodization of
Uzbekistan’s diplomacy—a feature that has never been met in any of Uzbek or foreign researches. Copyright © 2016

INTRODUCTION
Uzbekistan’s diplomacy has a long and quite dis-
tinctive history. It has always been characterized
by national interests that were about to seek and
establish (in the early days of independence) and re-
tain (during the later years) Uzbekistan’s own place
on the international arena. This article tries to
periodize Uzbek diplomacy’s history by dividing
the period of Uzbekistan’s statehood from 1991 to
2015 into six parts based upon historical overview.
The actuality of the topic can be substantiated by
the followings:
(1) Growing necessity in conducting scientific
research of Uzbekistan’s diplomacy evolution-
ary development during independence years;
(2) Necessity of uni fication of the rich experience
gained during this period of social development
and drawing certain outcomes of it;
(3) Growing demand towards methodological sub-
stantiation of social and political importance of
Uzbekistan’s diplomatic actions in terms of pro-
viding regional and global security;
(4) Possible proliferation of new trends and prob-
lems in Uzbek diplomacy and necessity of scien-
tific approach with regard to their solution
methods and etc.
The scientific study of Uzbekistan’s diplomacy
history started after the country’s gaining of inde-
pendence. From this point of view the conducted
vresearch works can be divided into four groups:
The first group includes the works of the Presi-
dent of the Republic of Uzbekistan Islam Karimov
combining conceptual views on actual directions
of the country’s foreign policy, problems of provid-
ing national and regional security (Karimov, 1997).
The second group includes the works related to
scientific analysis of different directions of
Uzbekistan’s diplomacy and its practical aspects.
The scientists like Kasymov & Giyasov (2009)),
Saidov (1998), L. Saidova, S. Sh. Sharapova, D. V.
Rakhimbayeva, Nuriddinov (1998)), Juraev (2007)),
Kirgizbayev (2004), and A. A. Sharapov have
