The FTB has replaced their power of attorney (POA) forms with two new forms, Form 3520, PIT for Individuals and Fiduciaries; or Form 3520, BE for Corporations and Group Nonresident Returns. If you use any other form, such as the IRS Form 2848 or an earlier version of the CA Form 3520, you POA will be rejected.
