The legal profession should change the way it renders personal civil legal counsel to potential clients by broadening the types of services available, particularly for low to moderate income people, suggests a report by the American Bar Association Standing Committee on the Delivery of Legal Services, Chicago, Ill.

It stresses the importance of recognizing a continuum of legal needs, and that technology such as the Internet and the availability of online litigation services are tools that help consumers achieve broader access to attorneys and justice.
