US. President Barack Obama has been quoted as saying he has led the "most transparent administration in history." But in the past two years, the federal government has received more complaints than ever for not fulfilling public record requests, according to analysis by Syracuse University.

Syracuse found that individuals have filed record numbers of federal lawsuits in 2014-2015-64% more than the previous two years--against government agencies for failing to comply with requests made under the Freedom of Information Act (FOIA).
